Students transferring within Queensland, including students changing between International Baccalaureate (IB) and QCAA subjects
Learning accounts
Students moving from one Queensland learning provider to another will already have a learning account with a Learner Unique Identifier (LUI). The student’s new learning provider should continue to report enrolments and results via the Student Management application using the same LUI.
Relaxation of the completed Core requirement for the QCE (set pattern requirement)
In some cases, transferring students may not be able to continue the same subject/s with their school. This may mean that students cannot meet the set pattern requirement to accrue 12 QCE credits from completed Core courses of study.
Students at Queensland schools who change from IB subjects to similar QCAA subjects may also not meet the completed Core requirement of the QCE.
When this occurs, schools should apply for a relaxation of the subjects that contribute to the completed Core requirement. Schools can access Form 1. Schools are notified of the outcome of applications via return email. Approved applications are also visible in the student’s learning account.

Students transferring from interstate
Learning accounts
Schools will need to register and open learning accounts in the Student Management application for students moving to Queensland from another Australian state.
Application for credit and relaxation of the studies that contribute to the completed Core (set pattern requirement of the QCE)
Senior schooling studies completed in other states can contribute credits towards a QCE.
Schools can apply to have credit assigned by the QCAA for students’ eligible interstate learning and for the studies that contribute to completed Core credit to be linked to QCAA subjects being undertaken. Schools complete Form 2. Schools are notified of the outcome of applications via return email. Approved applications are also visible in the student’s learning account.

Students transferring from overseas
Learning accounts
Learning providers need to register students and open learning accounts in the Student Management application for students moving to Queensland from overseas.
Application for credit and relaxation of the studies that contribute to the completed Core
Senior schooling studies that students have completed overseas can contribute credits to the QCE. Schools can apply to have credit assigned by the QCAA for students’ overseas learning using Form 3:

Note: This form does not apply for full senior schooling qualifications completed overseas, e.g. completed US high school diploma, New Zealand NCEA level 3. If people have completed qualifications, they can apply to the QCAA to have the qualification recognised as equivalent to Queensland senior schooling.
Application for recording vocational education and training that can contribute to the QCE
In Queensland, registered training organisations (RTOs) report enrolments and results to the QCAA either directly or via the Department of Employment, Small Business and Training (DESBT). If a student who has completed eligible vocational education and training (VET) learning does not have this recorded in their learning account due to an RTO no longer being operational or if the learning was completed elsewhere in Australia, an application to have the QCAA record this can be made.
For students currently at a Queensland school, the school should complete Form 5:
A person who is no longer at a school can complete and submit an application directly to the QCAA using Form 6:
Applications must include all required evidence.
Schools or applicants are notified of the outcome of applications via return email. Approved applications are also visible in the student’s learning account.
Review of decision — application
If a student believes that the QCAA’s decision regarding an application for credit and/or relaxation of the studies that contribute to the completed Core is incorrect, applicants or the school, on behalf of a student, can complete Form 4:
An application for review of decision must be submitted to the QCAA within 28 days of the decision date. Evidence of why the decision is believed to be incorrect must be provided. Applicants are notified of the outcome via return email.
